[Lilypad Portals] Permissions

    Commands:
    - /portal create <server username>
    - /portal delete <server username>
    - /portal list
    Permissions:
    - lilypad.portal.use <--- Permission to use the portals, this must be given to players.
    - lilypad.portal.delete <--- Permission to delete portals via command.
    - lilypad.portal.create <--- Permission to create portals via command.
    - lilypad.portal.list <--- Permission to list the portals via command

    I thought i'd move this into an easy to read place. Helped me lots. Enjoy!
