[feature] animated motd

Animated motd like those bungeecord versions out on the market. There's a few out there but I did want to see if lilypad could support one.

Hey, seems im not the only one that still uses these forums.

But, I believe you can create a sample.txt inside of the proxy's directory, and you could have that display text when you hover over the player count
